The SMPS Boston Awards Gala was a blast, and the cherry on top was Pare winning the First Place Award in the Marketing Collateral category for our complete marketing collateral redesign!

In 2023, we took on the colossal task of redesigning and updating all our marketing materials into a new format to bring Pare into a modern look, better reflecting the firm’s commitment to ongoing growth and innovation and providing consistent messaging across platforms. The difference is stark! A big thanks to Clockwork Design Group, Inc. for collaborating with us to incorporate new colors, fonts, and layouts from our 2022 website redesign to our marketing content. Our internal marketing team spent weeks refining the designs and then converting hundreds of resumes, project sheets, capability flyers, social media graphics, and more.

It was a monumental effort, and we couldn’t have done it without our hardworking marketing team. A well-deserved congratulations to Lucy Shao, David Easterbrooks, FSMPS, Patricia Teeter, Julia Teeter, and Alexander LaBreche for all the work you put into this redesign!

Pare is honored to have collaborated on the redevelopment of the Senator Thomas Norton City Pier in Fall River, Massachusetts, which was recently selected for the Environmental Business Council of New England’s James D.P. Farrell Award for Brownfields-Remediation Project of the Year. Pare provided waterfront structure (pier and bulkhead) design and construction administration services in collaboration with BETA Group’s overall park design and remediation. The transformation of the once-contaminated site into an exciting public space that serves as a dynamic gathering place supporting recreation and tourism activities for the City of Fall River is truly remarkable.

It takes a large team to revitalize contaminated parcels along the waterfront – in this case a federally designated Wild and Scenic River – and Pare was proud to help. Congratulations to the City of Fall River, the Fall River Redevelopment Authority, the BETA team, and all the many stakeholders and permitting agencies that worked together to bring this project to life!

J. Matthew (Matt) Bellisle, P.E., WEDG Associate, Chief Operating Officer of Pare Corporation, was awarded the 2025 Humanitarian Award by the Providence Engineering Society in recognition of his outstanding contributions to the engineering industry and the community at large. For more than 30 years, Bellisle has been a leading civil/geotechnical engineer throughout the northeast United States – all while showing tremendous dedication to making long-lasting and positive impacts on humanity, industry organizations, and community-driven projects.

Beyond his accomplishments as an engineer and a leader at Pare Corporation, Bellisle has a long history of volunteer work. Since 2011, he has volunteered annually in LaRomana, Dominican Republic, lending his construction and project management skills. His efforts have helped construct the Good Samaritan Hospital, an elementary school, a Community Center, “batey” (community) latrines, and the Caleta Urgent Care Clinic, which is currently in construction. His work through the Good Samaritan Mission Council and the Light a Candle Foundation has helped improve healthcare and provide quality of life improvements for local residents and Haitian citizens living in the Dominican Republic.

Bellisle’s local volunteer work includes serving in numerous roles for the First Baptist Church in Wickford, RI, including the Missions & Outreach Committee Chairperson, as well as his current role as Chair of the Pastoral Search Committee. He has worked with the church leadership and other local churches to establish a program that provides meals every Sunday afternoon for the underprivileged for the last 10 years. Bellisle also currently serves as a member on the Finance Committee for the American Baptist Churches of Rhode Island, which operates Camp Canonicus and Conference Center, a non-profit campground and retreat center.

Bellisle has been volunteering at his alma mater, the University of Rhode Island, by providing guidance and mentorship to URI students. He participates in mock interviews for graduating students, advises the “Engineers Without Borders” student chapter, and sits as vice-chair on the Dean’s Advisory Council for the College of Engineering.

Throughout his 33-year career, Bellisle’s professional affiliations include the American Society of Civil Engineers (ASCE), the Association of State Dam Safety Officials (ASDSO), and serving as a Leadership and Educational Committee member for the American Council of Engineering Companies of Massachusetts (ACEC-MA), amongst others. Matt has regularly attended, sponsored, presented, and moderated presentations at national ASDSO conferences to advance the design, inspection, and safety of our nation’s critical dam infrastructure. His presentations have extended to well over a dozen local industry organizations related to dam ownership and the responsibilities that are attached to it.

Bellisle was also a past chair of the Environmental Business Council’s (EBC) Dam Management Committee. He developed an educational program and served as the program chair and moderator for the EBC’s New England Dam Safety Director’s Annual Leadership briefing for the past seven years.

North Atlantic Carpenters Union Local #330 won the Architecture of Rehabilitation Citation Award. For this project, Pare worked alongside Vision 3 Architects and provided site layout, grading, stormwater management and utility design, and permitting. This project was to renovate a Rhode Island headquarters for the North Atlantic States Regional Council of Carpenters Local Union 330. We are proud of our work on these projects and their positive effects on the local community.

Kenneth DeCosta, P.E., Senior Vice President of Pare Corporation, was awarded the 2023 Humanitarian Award by the Providence Engineering Society. Mr. DeCosta is a registered professional engineer with over 40 years of experience in the planning, design, and construction administration of a wide range of infrastructure projects. He earned his B.S. in Civil and Environmental Engineering at Southeastern Massachusetts University and an M.B.A. from the University of Connecticut.

DeCosta is a past president of the RI Consulting Engineers and was instrumental in its conversion to ACEC-RI, where he has served as National Director since 2016. He has also served as a Little League volunteer for many years and has been a leader in the Westport, MA Lions Club, including three terms as President.

One of his most notable achievements is his generous contributions of time and effort to Boys Town New England. Since its founding more than 100 years ago in Omaha, Nebraska, Boys Town has been a safe haven for children who have experienced trauma, abuse, neglect, and other challenges. Boys Town New England was established in Portsmouth, Rhode Island in 1991 so that Father Flanagan’s mission could benefit thousands of children and families in Rhode Island and the surrounding states. DeCosta’s involvement with Boys Town spans over 25 years, with eight years on the Board of Directors, including two as Chair.

DeCosta has valued the importance of philanthropy and being involved in his community throughout his 30-year career at Pare Corporation. He held a leadership role at Pare Corporation for 28 years, including serving as the company’s Chief Operating Officer (COO) until he stepped back from full-time duties at the end of 2021. As COO of Pare, he was responsible for leading company initiatives including the implementation of strategies and policies, contract administration, IT, CAD, and Health and Safety.

We are proud to announce that we were the recipient of DBIA New England’s Gold Award for the Commercial Fishing Port of Galilee, Rhode Island Phases 1, 2A & 2B! The project was for the re-engineering and reconstruction of the commercial fishing port’s bulkhead, mooring facilities, fishing vessel piers, on-shore utilities, fire protection system, and shoreside power distribution systems while also incorporating resiliency to sea level rise into the design. The project was completed for the Rhode Island Department of Environmental Management. The Design-Build team included Pare (Engineer), Narragansett Dock Works (General Contractor), and ABM Group (Construction Manager). We are proud of everyone who worked on this project! Special shoutout to Pare’s JP Nanni for a wonderful presentation providing overview of the project at the 2023 Design-Build Project Awards Banquet!
